Terms of use
Template — to be completed by the operator and reviewed by a lawyer before the service opens. Text in [brackets] is for the operator to fill in. Version 2026-10-29.
1. The service. Plenum ("the service") is operated by [Company name] Limited, a company incorporated in Hong Kong ([registered office address]; Business Registration No. [number]) ("we"). It gives access to a library of official public records — parliamentary proceedings, government and central-bank publications, releases of state news agencies, votes, laws and official figures — collected from the publishers' own sites, with links to every original.
2. Your account. You need an account to use the service. Keep your password to yourself and tell us at [support e-mail] if you think someone else has used your account. One account is for one person.
3. Official records. The records are reproduced as their publishers issued them. The official version is always the publisher's; Plenum shows where each record comes from. Machine translations and summaries are marked as such and may contain errors: rely on the original. Nothing in the service is investment, legal or tax advice.
4. Acceptable use. Do not try to get around the limits of your plan, reach other people's accounts, overload the service, or copy the library in bulk. Each publisher's own terms apply to its records.
5. Plans and payment. [Plans, prices, billing period, renewal, cancellation and refunds.]
6. Ending. You can delete your account at any time (Profile → Your data). We may suspend an account that breaks these terms, and will tell you why.
7. Liability. [Limitation of liability, as allowed by the applicable law.]
8. Changes. We will tell you of changes to these terms before they take effect. If you continue to use the service afterwards, you accept them.
9. Law and courts. These terms are governed by the laws of the Hong Kong Special Administrative Region, and the courts of Hong Kong have jurisdiction. If you use the service as a consumer, this does not take away the protection of the mandatory consumer law of the country where you live, nor your right to go to its courts. [Lawyer to confirm.]
